New patch? Empty New patch?

Good day, I just wan't to ask why I can't see someone wearing new garments. All I see is his/her name. Also, I got stuck to a black named char.
I've tried downloading the patch and it still didn't work.

Could someone post the link of the new patch? Thanks and more power..
